Given the public response and in order to give the public true information on the investigation of the criminal proceeding regarding the extortion and receipt of unlawful benefit by the head of the Vynogradiv District State Administration, the Economic Crime Department of the National Police, with the permission of the General Prosecutor’s Office of Ukraine, considers it necessary to publish some of declassified materials of the secret investigation, the National Police informs on its website.
It should be noted that these investigation activities were carried out on the basis of the investigating judge ruling within the framework of the criminal investigation, which was initiated on July 5, 2018 by the Main Investigation Department of the National Police of Ukraine.
Recall that officers of the Economic Crime Department in Transcarpathian region, under the procedural control of the General Prosecutor’s Office of Ukraine, documented the criminal activities of the head of the Vynogradiv District State Administration.
During the investigation, law enforcement officers documented the facts of extortion and receipt of illegal benefit by the head of the DSA.
Thus, they recorded the fact of the extortion of 25 thousand hryvnias of unlawful benefit and the receipt of a part of it in the amount of 12.5 thousand hryvnias from a private entrepreneur for the conclusion of the contract for the supply of tablets for inclusive education and the transfer of budget funds according to the terms of the contract (the contract price was 87 thousand hryvnias). The head of the DSA received the money in his own car.
They also recorded the fact of the extortion of 28 thousand hryvnias of unlawful benefit and the receipt of a part of it in the amount of 14 thousand hryvnias for the conclusion of contracts for the supply of building materials to educational institutions of Vynogradiv district and transfer of budget funds (the contract price was 139 thousand hryvnias). In order to receive part of the unlawful benefit, the latter called his driver and ordered him to unlock the car.
On July 02, 2018, they recorded the fact of the extortion of 16 thousand hryvnias of unlawful benefit and the receipt of a part of it in the amount of 8 thousand hryvnias for the conclusion of the contract for the supply of paints to the educational institutions of Vynogradiv district and the transfer of budget funds (the contract price was 80 thousand hryvnias).
The money were handed over in the car of the head of the DSA. According to his instructions, the money was left on the rear seat of the car. After that, the head of the DSA was arrested near his own vehicle, in which the illegal benefit in the amount of 8 thousand hryvnias was found.
The detainee was notified of being suspected of committing a criminal offense, stipulated in Part 3 of Art. 368 of the Criminal Code of Ukraine and a pretrial restraint in the form of round-the-clock house arrest was imposed on him.
The management of the Economic Crime Department of the National Police once again emphasizes that any attempts by officials to influence the course of pre-trial investigation will not stop law enforcement officers from prosecuting those involved in the crime.
Therefore, in order to give the public true information on the investigation of the criminal proceeding regarding the extortion and receipt of unlawful benefit by the head of the Vynogradiv District State Administration, in accordance with Article 222 of the CPC of Ukraine, we are publishing some of the declassified materials.
