The budget of Transcarpathia for 2016 has been adopted: 9 vocational schools and transportation of privileged population are under threat

Transcarpathian Regional Council has adopted the budget of the region for 2016 with UAH 3.8 billion expenditures.
At the second plenary meeting of the second session of the Regional Council of the seventh convocation, the majority of deputies voted for the new revision of the regional budget for 2016. According to Article 43 of the Law of Ukraine "On Local Government in Ukraine", the Budget Code of Ukraine, the Law of Ukraine "On the State Budget of Ukraine for 2016", the Regional Council decided to set for 2016:

  – the revenues of the regional budget in the amount of UAH 3,889,168.9 thousand, including the revenues of the regional budget general fund – UAH 3,813,971.1 thousand, revenues of the regional budget special fund – UAH 75,197.8 thousand, according to Annex 1 to this decision.
Expenditures of the regional budget – amounting to UAH 3,884 790.3 thousand, including expenditures of the budget general fund – UAH 3,772,861.1 thousand and expenditures of the budget special fund – UAH 111,929.2 thousand, according to the temporary classification of expenditures and lending to local governments.
 

   
 The list of the facilities to be funded at the expense of the development budget and the regional budget reserve fund in the amount of UAH 5,000.0 thousand was also approved.

 Also, the budget of Transcarpathia provides for the funds to finance 44 regional programs in the amount of almost UAH 145 million.

According to the Chairman of the Regional Council, Mykhailo Rivis, this year state grants for social assistance and subsidies to be transferred through the regional budget to local treasuries have increased. However, the most urgent problems of the regional budget is the lack of subventions from the state budget for vocational education, transportation of privileged population and so on. Regional vocational schools are financially secured in full under the protected items of expenditures, but nine vocational schools located in the cities of regional importance are left without funding, because it is not provided by the law.

According to the Chairman of the Regional Council, they are preparing corresponding appeals to the Verkhovna Rada and the Cabinet of Ministers to return subsidies from the state budget to finance vocational schools.
