Is the reconstruction of Nezalezhnist embankment? The community Save Uzhhorod VS the chief architect Uzhgorod Borshovsky (OPINIONS)
The community "Save Uzhhorod" asks the question.
- Reconstruction is an alteration and, usually, improvement of certain characteristics of something. Before reconstructing something, we always have to ask - what are we changing, what are we improving, and for what purpose?
Unfortunately, the project for reconstruction of Nezalezhnist embankment by the city authorities does not answer these questions.
Is the reconstruction of the embankment really necessary? Since the pedestrian zone is in good condition, and the benches have recently been repaired, there is no need for urgent repairs.
Moreover, the city mayor Bohdan Andriyiv publicly, at the governmental level, supported the idea of nominating the Small Galagov to the UNESCO World Heritage List. Since we are planning to nominate not a single building, but the whole city development complex, any interventions to be carried out on the territory of this monument must be made without hurry, taking into account the requirements of UNESCO. However, the city authorities have not initiated any consultations with UNESCO or ICOMOS, or even the discussion at the local level.
Another aspect is the dubious legitimacy of the project. According to the Cabinet of Ministers Resolution "On Approval of the Procedure for Conducting Architectural and Town Planning Contestd", the projects for facilities located in the historical and cultural monument protection zone shall be developed on a competitive basis only. There was also no public discussion of the project. Igor Fartushok, please remind us when was the competition and public hearings conducted? Exactly...
Oleg BORSHOVSKY, the chief architect of Uzhgorod, gave his comment:
- Nezalezhnist embankment was formed during Czechoslovakian period and has a certain structure - pedestrian and vehicular. The pavement was replaced back in the Soviet Union period, and the tile - during the period of independence.
Today, there is a project for major repairs of the embankment - with the replacement of concrete pavement for natural stone, lanterns, benches, trash bins... The pavement of the padestrian paths will be replaced. Some people are worried about the famous limes. I can assure you: the limes will stay. New architectural structures will also be installed. In short, major repairs will be made, but with the old structures will be preserved.
However, this is a topic for another conversation, and, hopefully, it will take place in the near future.
