Villagers, who have been denied the permission to create a united community, are rallying Uzhgorod
Residents of eight villages, who want to create a united territorial community, but can not get permission from the RSA, gathered in front of the Transcarpathian Regional State Administration building on Narodna Square in Uzhgorod.
They are holding a rally where they protest the actions of the authorities, which deny them the legitimate right to self-government. People are outraged and gave an ultimatum: if their problem is not resolved in 5 days, they will block the international highway Kyiv-Chop, the correspondent of the Ukrinform reports.
"Today, about two hundred inhabitants of eight villages, which are part of Kholmok, Storozhnytsia and Tarnivtsi village councils, gathered at the rally near the RSA," - Tetyana Vachilya, the chairwoman of Kholmok village council said. - People agreed to unite into Kholmok territorial community. We passed all the statutory procedure for the association in 2016, submitted documents to the RSA three times and received three refusals from officials, who are blocking our right. Today, we submitted these documents for the fourth time. According to the decision of the community, which was adopted at the meeting, we give the Transcarpathian Regional State Administration five days for signing the papers, then we will block the Kyiv-Chop international highway," - Vachilya said.
The first deputy head of the Regional State Administration Victor Mykulin talked to the protesters. The official tried to explain the position of the regional state administration, but his arguments were not accepted by the residents of the community. In particular, he referred to the recent amendments to the law on decentralization, which allowed the villages within the 18 km zone to voluntarily accede to the cities. This is the position of Hennadiy Moskal, the head of the Transcarpathian Regional State Administration, who spoke on this issue a few days earlier.
But the position of the community is that they want to manage there separately.
"There are two facilities in our future comminity, which now account for more than 50% of the Uzhgorod district budget," - Vachilya explains. - We are accused that by creation of the community, we will destroy the budget of the district. But in fact, if we are annexed to the city of Uzhgorod, then this money - and the planned budget of our territorial community will amount to 160 million hryvnias a year - will still go from the district to the city, but we will not be able to dispose of them," - the village chairwoman said.
At present, Transcarpathian region is the only region in the country, where long-term plan of community consolidation has not yet been adopted.
