Reconstruction of the "Fundanych store" is authorized - the city architect Borshovsky
The house on Voloshin street, which is one of the most famous authentic buildings, is under threat! The news spread by designer Oleg Olashyn, a known defender of historical and architectural heritage of Uzhgorod stirred the community.
Because the house known as the "Fundanych store" is loved for its interesting lines, beautiful old gate, and the unique inscription. And now, builders are doing some work in this building.
In the city council, we asked the chief architect of the city Oleg Borshovsky to comment on this.
Not immediately, but eventually, thanks to persistent intermediaries, we received the comments. So:
"According to the chief architect of Uzhgorod Oleg Borshovsky, the house at Voloshin st., №47 is not a monument of architecture under the historical and architectural plan of Uzhgorod defining the protected zones in the historic area of the city. The owner of the building has historical and city planning study "Reconstruction of the residential building at Voloshin st., №47" developed by the PE "Archetektos" from Lviv and approved by the Consultative Council for Protection of Cultural Heritage of the Transcarpathian Regional State Administration (minutes dd. October 3, 2016).
The project "Reconstruction of the residential building at Voloshin st., №47" was also reviewed by the architectural and urban planning board at the department of urban planning and architecture of Uzhgorod city council (minutes 2 dd. 10.03.2017). Then, the department of the urban planning and architecture issued the owner urban conditions and building restrictions 44 / 20-16 / 2017 dd. 21.04.2017 for the reconstruction of the residential building at Voloshin st., 47. The document sets out the requirements regarding the protection of cultural heritage in accordance with the historical and urban planning study and conclusions of the architecture and urban planning board."
That is, the reconstruction of the building is allowed with certain restrictions. However, the architect did not answer how the building would look like and what should be preserved.
Even before receiving a response from the chief architect, Oleg Olashyn, who broached the subject, pointed the important aspects: "I know more or less what he (Borshovsky) will tell. That everything is under control, that the developer has been issued restrictions with the permission to build an additional floor, and if there are not two floors, but three, then they will do something. And that he can not do anything else, because it is private property. And that the building is not an architectural monument.
a) the building is a part of the monument of local importance - the Castle Hill complex;
b) there is the approved historical and architectural plan, where this building is in the list of the newly discovered objects of cultural heritage;
c) Mr. Architect had to ensure registration and certification of this building, and to make submission for entering it to the Register of the newly discovered objects of cultural heritage. But he will keep raising his hands."
PS Also Oleg Olashyn refuted Borshovsky's statement that the building is not an architectural monument and presented evidence.
