The President enacted the NSDC decision with the provisions for site blocking

The President Petro Poroshenko enacted the decision of the National Security and Defense Council of December 29, 2016 "On threats to the state’s cybersecurity and emergency measures to neutralize them," – the Ukrainska Pravda informs.

The corresponding decree of February 13 has been published on the website of the President.

The Cabinet was instructed within three months to submit to the Verkhovna Rada bills on the implementation of the Convention on Cybercrime, ratified by the law of September 7, 2005 № 2824-IV.

They must provide, in particular, for "the introduction of blocking (restriction) of determined (identified) information resources (information service) by operators and providers of telecommunication services under court ruling."

Also, law enforcement agencies should be granted authority to make mandatory orders to owners of computer data (telecommunication carriers and providers, and other businesses and individuals) on immediate recording and storing of computer data needed to solve the crime for the period of up to 90 days with the possibility of extension up to 3 years.

In addition, the introduction of effective mechanism for use of evidence in electronic form in criminal proceedings should be provided for.

The Cabinet was also instructed within three months to prepare together with the Security Service of Ukraine legislative proposals regarding the definition of restrictive measures on the use of software and telecommunications equipment developed / manufactured by entities of the aggressor state at critical infrastructure facilities, and submit the appropriate bill to the Verkhovna Rada.

The NSDC decision of December 29, 2016 also contains two secret paragraphs.
