A scandal with new buses in Mukachevo: the police claim that officials have appropriated UAH 4.7 million

In Mukachevo, officials of the communal enterprise embezzled almost UAH 4.7 million of budget funds when purchasing city buses. This news was spread yesterday:

"Buses were bought at overestimated prices, resulting in losses to the state in the amount of almost 4.7 million hryvnia, which led to the unlawful seizure of this amount of budget funds by one of the enterprises", – the Department of Economy Protection of the NPU reported.

Today, the Mukachevo City Council has issued a commentary on these allegations:

The buses for passenger transportation were purchased at open bidding through the system "Prozorro" at the lowest price that was offered. The prices were not overestimated, because we bought the buses with additional ultra-modern equipment," – Oleksandr Bidzilya, the Director of the "Public Transport of Mukachevo" Communal Enterprise, commented on the statement of law enforcement agency.     

Three participants participated in the procurement procedure. The private company "Olbia" offered the lowest price, therefore, an agreement for the supply of buses to this particular supplier was concluded.

Following the tender, the "Public Transport of Mukachevo" ordered from the PE "Olbia" buses at UAH 44.2 million. The city bought 20 city buses Ataman A092H6 with diesel engine Euro-5. 

"During the open bids for the purchase of buses for the city, other potential bidders had no complaints about the procedure. All requirements of the Law "On Public Procurement" were complied with. None of the participants challenged the decision of the tender committee". – Oleksandr Bidzilya said. And therefore, it is at least strange that law enforcement officers found a "violation" six months after the tender.
