Transcarpathian deputies care about the future of vocational schools in the region

One of the most urgent deputy appeals to the higher government bodies, approved at the second plenary meeting of the second session of the Regional Council of the seventh convocation, is addressed the Parliament of Ukraine and the Cabinet of Ministers of Ukraine on amendments to legislation on transfer of the property of respective VET institutions from state to municipal ownership. 

In accordance with Article 27 of the Law of Ukraine on State Budget of Ukraine for 2016, as of January 1, 2016, the cost of labor training in vocational schools shall be funded from local budgets.

The appeal reads: "Insufficient government funding in this area in recent years led to the decline of some vocational schools.  Some of them have been reorganized by merger. As a result, maintenance of redundant buildings owned by the state, become a burden on the budget and leads to gradual destruction of the facilities.

The problem of misuse of funds allocated for the provision of logistics systems of vocational education institutions can be solved by transferring the property owned by the state and not used for educational and production process into municipal ownership".

Deputies of the Regional Council repeatedly have appealed with a request for amendment to the regulations on the transfer of property. Since the implementation of this measure is limited by legal norms, therefore, to ensure further proper functioning of vocational education institutions, use of their capacity for training of skilled workers and retraining of unemployed population according to labor market needs, provision of quality educational services in secondary, vocational, higher education, Transcarpathian deputies ask officials and parliamentarians to immediately initiate amendments to the law on the transfer of the property of relevant vocational schools from state to municipal ownership.
