Mukachevo deputies appealed on the situation with transportation of priviliged passengers

Mukachevo city council appealed to the President of Ukraine, the Prime Minister of Ukraine, the Verkhovna Rada of Ukraine, the Minister of Social Policy of Ukraine and Transcarpathian Regional State Administration on the situation with transportation of privileged passengers.

The deputies demand from senior government officials to provide funding for preferential transportation of certain categories of citizens through subsidies from the state budget.

"In preparing the draft Law of Ukraine "On the State Budget of Ukraine for 2016" and related amendments to the legislation, it was proposed to determine the right of local authorities to grant transport fare reductions to certain categories of citizens at the expense of local budgets.

During the revision of the bills submitted by the Cabinet of Ministers of Ukraine to the Verkhovna Rada of Ukraine, it was decided to preserve in the law the right to fare reductions for certain categories of citizens, while these expenditures shall be covered from the state budget.

However, the corresponding expenditures in the form of subsidies from the state budget to local budgets were not provided for in the Law of Ukraine "On the State Budget of Ukraine for 2016". That is, as of January 1, 2016, the provision of benefits to certain categories of citizens and funding of carriers' losses from transportation of privileged passengers is the responsibility of local authorities and local governments. 

These changes are contrary to Article 142 of the Constitution: "The expenditures of local authorities, resulting from decisions of state authorities shall be compensated by the state."

Given the above, we demand to provide for the relevant expenditures for financial support of transport fare reduction for certain categories of citizens at the expense of subsidies from the state budget", - the statement says.
