Members of the Regional Council ask the country's leaders to restore the SEZ "Zakarpattya"
The Regional Council at the second plenary meeting of the second session decided to appeal to the President of Ukraine Petro Poroshenko, the Chairman of the Verkhovna Rada of Ukraine Groisman VB and the Prime Minister of Ukraine Yatsenyuk AP on the necessity to restore the investment regime of the SEZ "Zakarpattya" by creating in the country such investment conditions in which investors will return confidence in Ukraine.
The Special Economic Zone "Zakarpattya" exists under the Law of Ukraine of March 22, 2001 № 2322-III "On Special Economic Zone "Zakarpattya" as amended, the Law of Ukraine of January 24, 2003 № 2077-I "On Amendments to the Law Ukraine "On Special Economic Zone "Zakarpattya". As a result of amendments to the Law of Ukraine of March 25, 2005 № 2505-IV "On the State Budget for 2005" the exemptions that were applied in the special (free) economic zones and territories with special investment regime and technological parks were abolished, which negatively influenced the development of the SEZ "Zakarpattya" and attraction of foreign investment in the region.
According to the deputies, the early termination of exemptions under the Law of Ukraine "On Special Economic Zone "Zakarpattya" negatively affected the investment image of Transcarpathian region, because it cancelled the legal regime of activities of the SEZ "Zakarpattya" entities, including contractual framework under which the economic activity within the SEZ "Zakarpattya" is carried out.
Given the above, Transcarpathian deputies filed an appeal for the renewal of the excluded articles of the Law of Ukraine "On Special Economic Zone "Zakarpattya" as amended by the Law of Ukraine of March 22, 2001 № 2322-III and in accordance with all envisaged special investment regimes, and to extend the Law of Ukraine of December 24, 1998 № 357-XIV "On special regime of investment activity in Transcarpathian region" for 15 years with restoration of special regimes in the wording of March 22, 2002.
