Are EIT certificates of previous years not valid because of corruption?
On May 5, the external independent testing starts across the country. The first tests to be held will be Ukrainian language and literature. This year, any entrant will be accepted to universities based on the results of 2016 tests only. Certificates of previous years are not valid.
Uzhgorod.in received letters from readers outraged by this situation. According to them, certificates of previous years were canceled because of the last summer corruption scandal. Recall that the Prosecutor General of Ukraine then opened an investigation against the management of the Ukrainian Center for Educational Quality Assessment. The director of the institution was suspected of interfering in the electronic system and changing the results in favour for individual students. Then, the prosecutor's office seized several servers from regional centers and the EIT of 2016 was under threat of disruption.
Journalist of Uzhgorod.in contacted Ivano-Frankivsk Regional Center for Educational Quality Assessment, which serves Transcarpathia, and they refuted such rumors. They explained that the principle of accepting certificates for the current year only is not new and had been in force even before the scandal. Representatives of the regional center confirmed that the terms of entry stipulate that this year universities will accept applications only from applicants with testing certificates issued in 2016.
Indeed, the order of the Minister of Education of 15.10.2014 states that "An applicant shall submit the EIT certificate issued in 2015". This order was issued before the corruption scandal.
This year, this clause was amended as follows, "Applicants on the basis of complete secondary education shall submit the EIT certificate issued in 2016, except as provided in sections VIII, X, XVIII hereof", - the order states.
