The rogue driver apologized

The name of the driver, who drove across the pedestrian bridge, is Igor Kononenko. He wrote that himself in social networks:

"Good day, dear citizens! I was the driver of that car, I was not drunk, not high! I came to a strange city, a friend asked me to drive the car, and I was caught by a bad weather, I do not even know how I got to that bridge! I was using a navigator, I couldn’t see road signs because of the weather, there was nobody on the bridge, I thought it was just a usual bridge!   There was no "breakneck speed"!!! I was driving 30-40 km per hour! Now I feel guilty towards my friend! I drove his car and set him up like that! Please try to understand! The owner of the car has absolutely nothing to do with it! For any questions, please call me, I will explain everything and if necessary answer for what I did! " – the driver wrote and even left his own phone number.
