The Ministry of Justice eliminates state enforcement and registration services due to bribery
The Ministry of Justice will eliminate the State Enforcement and the State Registration Services. This was announced at a press conference, by the First Deputy Minister of Justice Natalia Sevostyanova, the RBC-Ukraine reported.
"We made the decision to liquidate the State Enforcement Service and the State Registration Service of Ukraine", - Sevostyanova said.
She said the decision was taken due to the high bribery rates in these services.
The First Deputy Minister noted that the powers of the implementation of the state policy in enforcement of decisions and state registration will be transferred to the Ministry of Justice. Earlier, the Minister of Justice planned to transfer functions of business registration to the Chamber of Trade and Commerce.
It should be noted that recently the Ministry of Justice Pavlo Petrenko presented in the Cabinet of Ministers three Georgian citizens who were to become heads of the state registration and enforcement services of Ukraine. Thus, Jaba Tsiklauri and Georgiy Ebanoidze were to take leadership positions in the registration service and Khatia Shelia - in the enforcement service.
In addition, the Ministry of Justice, as part of the reform, plans to switch to a mixed system of enforcement. In particular, in addition to state enforcement officers, it is planned to engage private enforcement services.
There will also be a system of remuneration for enforcement officers for their work.
In addition, Sevostyanova noted that registration functions would gradually be transferred to local authorities.
Sevostyanova said that the Cabinet of Ministers, at the meeting on January 21, approved the decision on optimization of the Ministry of Justice. According to her, under this optimizitaion, the number of structural units of the Ministry will be reduced by half. Also 20% of the central staff of the Ministry will be fired. At the same time, about 10% of employees of territorial justice units (about 2.5 thousand employees throughout Ukraine) will be fired.
