Office for Reforms. The dialogue has started!
It is time for association of communities! Residents of mountain areas turned out to be the most active. On May 12, a delegation from Velyky Berezny district came to the Office for Reforms in Transcarpathian region. Four village heads decided not to wait for somebody's suggestions on association of their communities, and instead presented their vision of the feasibility of such changes.
The fact is that attempts of territorial reforms in independent Ukraine were made several years ago. The most popular were those relating to the year 2009. Therefore, the current propositions on association of communities are well-known and raise a lot of questions. Heads of villages of Zahorb, Stuzhytsya, Volosyanka and Uzhok came to Uzhgorod with their answers to some of them. They suggest to merge communities with centers in Volosyanka (Uzhok, Verkhovyna Bystra, Tykhy, Sukhy, Husny, Luh) and Stavne (Lubny, Zhornava, Zahorb, Stuzhytsya). Village heads motivate their suggestions, primarily, with social, and therefore - economic expediency. Educational and health facilities are located in these centers, and residents of the surrounding villages have long been using their services.
Experts of the office for reform, after hearing the villagers, answered their questions. These propositions, which the community members are most interested and knowledgeable in, should be taken into consideration by the working groups in district state administrations. Later, the suggestions of district groups will be analyzed by experts of the working group, that was recently established by the order of the Head of the Transcarpathian Regional State Administration.
