The Parliament has made the first step towards the removal of parliamentary immunity

The deputies sent to the Constitutional Court the bill on immunity of people’s deputies of Ukraine and judges submitted to the parliament by Petro Poroshenko.

365 deputies voted for sending the bill 1776 to the Constitutional Court.

According to the bill, the provisions of Article 80 of the Constitution of Ukraine, which provide guarantees of deputy immunity, are to be excluded from the Constitution. 

The speaker Volodymyr Groisman said that the bill could be voted on by the Parliament as a whole in September after its approval by the Constitutional Court and the opening of the next session. After that, MPs will lose their parliamentary immunity.

As you know, a bill to amend the Constitution of Ukraine can not be considered by the Verkhovna Rada of Ukraine without the conclusion of the Constitutional Court of Ukraine regarding the conformance of the bill to Articles 157 and 158 of the Constitution of Ukraine (Art. 159 of the Constitution of Ukraine).

Then, the bill must be passed at the next regular session of the Verkhovna Rada of Ukraine by not less than two-thirds of the Verkhovna Rada of Ukraine (Art. 155 of the Constitution of Ukraine).

On Wednesday, the First Deputy Speaker of the Parliament Andriy Parubiy said that the Parliament intended to send the bill on abolishment of the immunity of MPs and judges to the Venice Commission.
