Decentralization in Ukraine is "off the ground" - the Minister
First reforms as part of fiscal decentralization in Ukraine have been conducted.
This was announced at the extended meeting of the government by the Minister of Finance Natalia Jaresko, the "ZN" reported.
She said that 97% of local budgets are formed on the basis of the new decentralized budget code.
"We believe that we got off the ground and gave rise to changes in other areas," - Jaresko said.
"I would like to inform you that as of February 9, 2015, 97% of all local budgets have been approved", - the head of the Ministry of Finance reported and noted that only 335 budgets of more than 11 thousand have not been approved yet.
Jaresko noted that changes in the Budget Code were adopted based on qualitatively new for the Ukrainian economy principles: legislative definition of clear budget rights and responsibilities of two equal branches of government - the central government and local governments, encouraging motivation to increase the revenue base of local budgets and so on.
She also noted that the IMF mission on decentralization had approved a set of measures for decentralization reforms.
According to her, Ukraine goes to "absolutely European model of local government in terms of fiscal decentralization.
