Which Uzhgorod deputies voted for the dismissal of Voloshin? (DOCUMENT)

As reported yesterday, at the regular meeting of Uzhgorod city council, deputies voted for the draft decision to dismiss the First Deputy Mayor Ivan Voloshin. 

However, only 26 of the 38 deputies voted for the dismissal, and Voloshin remains the First Deputy Mayor...

The dismissal was demanded by social activists. Victor Pogorelov said that some of the deputies had left the meeting hall because of the threats received by telephone, and that someone had "slashed the tires" on their car. 

The voting record was posted on the site of the City Council deputy Mykhailo Churilo. So, we can see who voted and how...

Рішення ухвалює більшість від загального складу. А який загальний склад? 26 це не більшість ?
