Transcarpathian Regional State Administration will cooperate with the Agency for Refugees
The Regional Representative of the UN High Commissioner for Refugees in Belarus, Moldova and Ukraine Mr. Oldrich Andrysek met with the head of the Transcarpathian Regional State Administration Vasyl Hubal to sign a memorandum of cooperation.
The head of the region, welcoming the guest, said that he knew the problem of internally displaced persons firsthand - 14 relatives from the East live at Vasyl Hubal’s place (the wife of the head of Regional State Administration comes from Donetsk region), so he understands the situation, particularly with issues that arise about the registration of documents and so on.
The UN Representative Mr. Oldrich said that according to information available to him, about 40% of IDPs from the East do not plan to return to Luhansk and Donetsk regions from the Western regions. "They liked the quality of life. Many people believe that there are prospects here. And they say that there are surprisingly few fascists here" - Mr. Andrysek said with irony.
The head of the region and the UN representative discussed the problems associated with the registration and accommodation of IDPs. Vasyl Hubal said the almost 2100 people are registered Transcarpathia, but in reality there are about twice as much. There is a procedure of temporary registration. Mr. Andrysek stressed that in addition to registration with the Migration Service there should be compiled a record of immigrants with their social portrait, and the Ukrainian government had already received software for this, so a register that summarizes this information would be ready in a month. This will allow to provide assistance to internal migrants - both from the state and from international missions, including the one he represents.
The head of the RSA said that the work for registration of IDPs continues – they cooperate both with migration, and social services. He also informed that he had prepared a letter to the President of Ukraine that the region is ready to take children from Donetsk and Luhansk region for rehabilitation.
The UN representative stressed: "Fortunately, in Ukraine people help IDPs, so no one is hungry and sleeps outdoors. In western regions, we have not faced with the need for emergency assistance to save lives and health of persons."
Then, the parties proceeded to discuss the Memorandum. This document certifies the intention of cooperation between the Transcarpathian Regional State Administration and the Agency for Refugees in Belarus, Moldova and Ukraine and sets out the assistance provided by the Agency for the most vulnerable persons.
The head of the RSA stressed: "We, the local authorities are ready to help those IDPs who are willing to work. It is more difficult with those who refuse to register and do not look for work, but only complain. As representatives of the regional authorities, we also have other objectives: to help the families of the victims, combatants, those who have returned from and those who are still serving in the ATO area. All of them need attention and care. We should think about our own first, and Transcarpathians should feel it. But, of course, we cannot deprive IDPs from attention. Therefore we are very grateful for your help - we need it" - Vasyl Hubal said. The head of the region said that, in his opinion, with the onset of winter the number of internally displaced persons is likely to increase, as infrastructure in towns and villages in the war zone has been destroyed.
Vasyl Hubal and Oldrich Andrysek signed a memorandum of cooperation between the Transcarpathian Regional State Administration and the Agency for Refugees, and then they will continue to work in specific areas – completion of the registry of IDPs, study of their problems and needs.
The Regional Representative of the UN High Commissioner for Refugees in Belarus, Moldova and Ukraine Mr. Oldrich Andrysek gave the head of the Transcarpathian Regional State Administration a special souvenir: a raglan with the mission logo and a print with a portrait of Einstein and the inscription, which emphasizes: he was also a refugee. Vasyl Hubal proposed the Regional Representative of the Agency for Refugees to make his office in Transcarpathia - the region at the border.
