Transcarpathia: majoritarian candidates commit indirect bribery of voters
A candidate for the electoral constituency №68, current Member of Parliament from the same constituency Vasyl Kovacs regularly commits acts that have signs of indirect vote-buying. The information about such actions of the candidate is regularly published in local print and electronic media in the guise of hidden campaigning.
It is a charitable financial assistance and gifts - the OPORA reports.
In the issue of the newspaper "Nedilya" №39 of October 3, it is stated that Vasyl Kovacs "financially supported" the idea of improvement of the Uzhgorod passage. The information about the "patronage" or "financial support" from the deputy in the passage is also published in the newspaper "Novyny Zakarpattya" (№109-110 of October 4), the newspaper "Uzhgorod" (№40 of October 4), the newspaper "Sribna Zemlya Fest" (№29 of October 3).
In the newspaper "Nedilya" №39 of October 3, there is an ad in which the carrier pigeon sports club thanks Vasyl Kovacs for financial assistance in purchasing of cups and medals
According to paragraph 14 of Article 74 of the Law of Ukraine "On Elections of People's Deputies", such actions are treated as indirect bribery of voters.
The election headquarters of Vasyl Kovacs ignored requests of the OPORA observer to comment on these facts.
During the celebration of the Day of the teacher in Perechyn (electoral constituency №71), namely - at the local high school, the institution was visited by Ivan Pohorilyak. He was introduced to parents, teachers and students as assistant of the candidate Mykhailo Lanyo.
According to paragraph 4 of Article 74 of the Law of Ukraine "On Elections of People's Deputies of Ukraine", campaigning at events which are organized by government agencies is prohibited.
Ivan Pohorilyak during the event presented the school a TV set, the information about that appeared on the official site of the Perechyn school. Ivan Pohorilyak presented the TV as an assistant candidate. So, such actions could be treated as indirect bribery of voters.
Ivan Pohorilyak ignored the request of the OPORA observer to comment on these facts.
