Internal migrants simplified the right to change the place of voting
The CEC adopted a decision, whereby voters from Donetsk and Luhansk regions may benefit a special procedure to temporarily change the place of voting. According to this procedure, such voters are not required to present the documents proving the necessity of the temporary change of voting place. In other words, voters only have to write an application to the Department of State Voter Register and present the passport of the citizen of Ukraine.
By the way, until now this simplified procedure applied only to voters who are internally displaced persons from the Crimea.
Importantly, the voter, who temporarily changed the place of voting, and will vote outside the single-mandate constituency, the voter is assigned to on the basis of information from the State Register of Voters, shall be entitled to vote only in general multi-mandate constituency. So he or she will receive only a ballot for voting for party list, instead, he or she can not elect the deputy who is running for a majority constituency. In the voter list, there will be a special mark near the names of such voters, according to which member of the PEC shall give such voters only one ballot.
As of October 3, 2014, it is roughly estimated that 1963 IDPs from the ATO area and 292 IDPs from the Autonomous Republic of Crimea live in Transcarpathian region.
The Resolution of the Central Election Commission d. October 7, 2014 №1528 "On issues of temporary change of voting place by voters with election address in Donetsk or Lugansk regions for the period of the early parliamentary election to be held on October 26, 2014" restores the right of voters from Luhansk and Donetsk regions to vote at their actual place of residence. To do this, voters only have to use it.
