Volodymyr Chubirko "I have always based my policy on compromise"
"Our main task is decentralization of power within the legislation currently in force" - these initial steps as the Chairman of the Regional Council were announced by Volodymyr Chubirko in the program on the "Tisa-1" channel.
"The main principle is that managers should be elected. It is a European standard of law. This is why the revolution took place in the country. Elected managers must have the appropriate resources in order to fulfill obligations to the community. Now, we have already begun the process of decentralization in the region. The regional council is the owner of the property of educational and medical institutions. The law provides that the owner shall authorize the appointment of the manager. That is, we can already begin to take measures for decentralization. Also, I believe that it is necessary to downsize civil servants, and not by 30 per cent but more. Maybe have fewer civil servants, but pay them higher wages. Only then we can build a strong state, which will be managed by effective managers," - the chairman of the council said.
The Chairman of the Regional Council stressed that he does not discriminate deputies on political preferences and is ready for a constructive dialogue for the sake of the Transcarpathian community.
"I have always based my policy on compromise. Our region is multifaceted. The main issue in the compromise is Transcarpathian community. If the community benefits from the decision - there must be a compromise in a particular matter. The burden in decision-making is still on majoritarian deputies, as they lobby for the interests of the community, they are the driver of the council. Each deputy is my assistant. He or she may come to consult, share his or her vision, opinion, which the council's decision is then based on. My door is always open to colleagues," - Volodymyr Chubirko said.
If the regional council and the regional administration work as a single mechanism, it will be very good for the region - the chairman of the council convinces.
