Again on "double-crossing": regional deputies want to simplify life for Transcarpathians with "foreign" cars (APPEAL)
Transcarpathian deputies advocate for extending the term of temporary import of vehicles with foreign license plates. And ask parliamentarians and government officials to amend the existing legislation in line with the Istanbul Convention of June 26, 1990.
They do it due to the situation that arose in connection with the introduction of special duty on imports of motor vehicles of mass segment.
"Thanks to the possibility of simplified border crossing, Transcarpathians often make private, business and working visits to European countries, - the appeal states. - Traditionally, many of our countrymen, being able to get a decent income in developed countries invest the earned money at home, thereby providing additional and a hefty investment in the development of our country, which contributed to the improvement of standards of living in the region in general.
The relevant problem is the purchase of vehicles with foreign registration, the importation procedure for which changed last year. Since March 5, 2013, Ukraine State Customs Service has changed the term "commercial vehicle" and reduced the duration of stay of such cars in Ukraine.
Since then, many cases have been observed where the owners of cars with foreign registration were fined for exceeding this duration of stay. Such actions can hardly be considered legitimate, as the Istanbul Convention allows to drive a car registered in a foreign company during one year. The competent national authorities refer to letters, orders, internal orders etc. It should be mentioned that the Istanbul Convention is an international treaty ratified by Ukraine on March 24, 2004, which has a higher legal force than letters, orders, instructions, and especially internal orders.
In violation of the Istanbul Convention, customs office has terminated clearance of temporary import and deprived citizens of the possibility to enjoy this right.
A similar situation is observed in all the border regions of Ukraine, which in turn stimulates the search for corrupt practices both in import of cars, and in their operation," - the statement of the deputies of the Transcarpathian Regional Council says.
In this regard, deputies of the regional council decided to appeal to the Verkhovna Rada of Ukraine, the Cabinet of Ministers of Ukraine with the request to amend the existing legislation to increase the period of temporary importation of vehicles with foreign license plates by the citizens of Ukraine.
