At the Transcarpathian Regional State Administration, they talked about the price of drugs
On Wednesday, May 7, under the chairmanship of the First Deputy Head of the Transcarpathian Regional State Administration Andriy Serbaylo, there was a working meeting on the formation of prices for medicines in the region.
The meeting was also attended by representatives of the State Drugs Service in Transcarpathian region, the Department of Health of the Regional Administration, the sector of the State Inspectorate for Price Control, the territorial office of the Antimonopoly Committee, and entrepreneurs from pharmaceutical institutions.
It is well known that the price situation on the market of drugs for the last 3-4 months, has been causing a lot of complaints from the public. Because prices for drugs have rapidly increased. Therefore, today, at the meeting at the RSA, they talked about the reasons for rising prices and possible factors for stabilization of these processes.
During the meeting, Andriy Serbaylo said that currently, the prices of drugs, especially imported ones, in the pharmacies of the region increased by 30 to 80%, and for some medicines - by as much as 200%. It was emphasized that due to the devaluation of the hryvnia, the price of drugs has increased significantly, but there is a clearly defined return - 10% for domestic drugs, 15% - for foreign ones.
The officer asked the participants a relevant question: why do the prices for the same medicines vary in districts and in the regional center? Thus, for example, according to the monitoring data, the highest prices of drugs for some reason are recorded only in the town of Perechyn and in Tyachiv district.
Since the Department of Health of the RSA has no authority to control the prices of medicines, Andriy Serbaylo instructed the sector of the State Inspectorate for Price Control to inspect pharmacies in these districts.
The head of the State Inspectorate for Price Control Sector in Transcarpathian region Mykhailo Labych said that the situation with prices for drugs can only be fixed at the national level by optimizing the market. The base price of drugs and medicines is formed outside Ukraine, and sometimes the prices for them are unreasonably high due to intermediaries.
The executive power in the regions and local authorities have no effective leverage that would allow to reduce the prices of medicines in pharmacies, as the control of prices for drugs and determination of the factors, that affect the prices, including the introduction of taxes, duties and so on, is carried out only by the Cabinet of Ministers and the Parliament of Ukraine.
In the end, Andriy Serbaylo noted that the purpose of the meeting is to find every opportunity to help people, especially pensioners and the poor so that they could afford to buy medicines. To do this, they need to find reserves for improvement of the price situation at the drug market, engage all economic and organizational levers to influence the price reduction in pharmaceutical facilities of the region.
He also instructed to prepare a letter to the Government, indicating all the issues that need to be changed by law, including all of the comments and proposals made at today's meeting.
