Uzhgorod activists “trolled” the traffic police with open manholes. And… 43 covers have been replaced!

November 11, 2013, community activists appealed to the Uzhgorod mayor’s office demanding to cover 106 open manholes and storm sewer manholes, absence of covers and grates on which had been detected following the inspection. During this inspection, activists checked about 10 per cent of Uzhgorod streets, – the Uzhgorodska Pravda reported.

As the mayor’s office ignored the request to replace 106 covers and grates, community activists filed to Uzhgorod traffic police 80 complaints about each of the violations with the request to draw up administrative reports against responsible officials under Art. 140 of the CAO.

Complaints were lodged with the traffic police department, which was obliged to draw up 80 administrative reports, because every open manhole is a separate offense and requires the drawing up of a separate report and imposition of a fine personally on the head of the company in charge of the relevant cover or grate.

As a result of the activists’ actions, 43 manhole covers and storm sewer grates in Uzhgorod have been replaced!

This information was obtained, following a recent re-inspection conducted by the activists in 2014 on the same 10 streets in Uzhgorod. Although Uzhgorod traffic police drew up only one report against the director of the KP "KSHEP" Mr. Dovbak, instead of 80 administrative reports.

In particular, they replaced manhole covers and sewage grates on Dostoevsky, Hodynka, Peremoha, Zankovetska, part of Hrushevsky, General Svoboda, as well as Mytna streets.

Activists are not going to stop there and are preparing a new package of legal documents to have all 106 covers and grates replaced.
