In Uzhgorod Press Club, there was a press conference of the "Zakarpattyaoblenergo" JSC representatives who explained the company tariffs and other working aspects, which caused criticism of the initiative group of entrepreneurs.


Artem Martynyuk, the Deputy Director General of the "Zakarpattyaoblenergo" PJSC told about rates, fees, rules for the use of electricity and all relevant issues in the activity of the "Zakarpattyaoblenergo" PJSC. And also about who the enterprise is subject to and how it is possible to affect all processes.  The official said that in Ukraine, as in most developed countries, the rules in the electricity market, the development of rules for using electricity is carried out exclusively by the National Commission on State Regulation of Energy. 

Today, A. Martynyuk said, rates for electricity are the same across Ukraine, the difference is only between rates for cities and villages, as well as those for single-phase and three-phase connection. Thus all consumers, regardless of distance to power lines, are equal.

As for "pre-payment" for energy supply services, A. Martyniuk said: "Rules for the use of electricity" provide that the entities shall pay for the energy in the form of pre-payment (excluding budget organizations, and public utilities). This issue has been often considered by the Antimonopoly Committee, relevant trade unions, etc. The consumer pays for a declared amount for the billing period - in accordance with the provisions of the above Rules. And our company buys the energy for this money. Within 5 days before the end of the billing period, the consumer may adjust the declared amount".

"We are for regulated tariffs, for the official "rules", - A. Martyniuk said. - Ukraine now has the lowest rates for the population in Europe. If we lower tariffs for businesses, we will need to make tariffs for the population economically justified, that is to increase them. Neither entrepreneurs, nor NCSRE is ready to do this."

Regarding the ownership, Artem Martynyuk showed the list of the shareholders. It includes Ukrainian state-owned companies. "And finally: the abolition of the Rules fo the use of electricity is comparable with abolition of, for example, traffic rules," - the official said.

To sum ​​up, Oleksandr Bilak, the Deputy Director General and Technical Director of the "Zakarpattyaoblenergo" JSC said, "The "Zakarpattyaoblenergo" believes that the initiative of individual public figures in Transcarpathia to make the power supply company amend the Rules for use of electricity use at least incorrect. These initiatives are completely unfounded in terms of the present state of affairs in the energy field and current legislation.

The "Zakarpattyaoblenergo" Public Joint Stock Company is a licensee to supply electricity at regulated tariff. This means that in Ukraine, as in most civilized countries, there is the national regulator of energy. In Ukraine, this regulator is the National Commission for the State Regulation of Energy (hereinafter - NCSRE)."

"The "Zakarpattyaoblenergo" PJSC, in view of all the above, stresses that the company is always ready for constructive cooperation with every customer, regardless of the volume of consumption", - A. Bilak said.
