The rate of housing allocation in Transcarpathia will increase six-fold

The rate of housing allocation in Transcarpathian region can grow up to six times, even with the current level of state funding. It can be achieved through the use of modern technology of construction and introduction of a new model for provision of families, that need better housing, with flats. This was discussed during a working meeting of the National association of employers in the field of construction, design and architecture.

According to the State Statistics Service of Ukraine, currently there are 8,700 families waiting for improvement of housing conditions in Transcarpathian region, and 1.020 million of such families in Ukraine.

Experts of the National association of employers in the field of construction, design and architecture noted that modern construction technologies significantly reduce the cost of construction. According to the leading architect of "KyiBud" Oleksandr Yarusov, the cost per one square meter can be reduced by half from the current 600-700 dollars to 250-300 dollars.

   

In addition, the rate of housing allocation can be significantly sped up by introduction of a new model of public-private partnership in the housing sector. In particular, Ukraine can learn from the experience of developed countries, where the available residential property is leased to citizens for more than 10 years, the co-chairman of the National association of employers in the field of construction, design and architecture Dmytro Tretyakov said. He noted that in the U.S., UK, Austria, Canada, India, China the cost of living in affordable rental property does not exceed 30% of family's income. In Russia, they also consider the implementation of a similar program.

 

"The state should form funds and take up 25-30% of the initial investment, which will be spent for the allocation of land for construction, construction of engineering and social infrastructure. Then investors can buy from the state a share in such funds and provide more money to build the houses," - Dmytro Tretyakov said. In addition, the cost of housing will be reduced with the development of standard designs of houses.

According to Dmytro Tretyakov, such mechanism allows the state to return the invested money and then reinvest them.  

 

Reference. The National association of employers in the field of construction, design and architecture was established in 2005 and includes 15 regional employers' organizations, which employ about 70,000 people.
