Ukrainian deputies want to allow the sale of alcohol only in special stores
MPs, who are members of a working group at the Parliamentary Committee on Taxation and Customs Policy, have prepared a package consisting of the three draft laws, with amendments to the Tax, Administrative, Criminal Codes and the law "On state regulation of production and sale of alcohol, alcoholic beverages and tobacco products", "Kommersant-Ukraine" writes.
These documents will be united into a bill which in September will be sent for the comsideration by the Parliament. Basically, it is an alternative to drastic increase in excise rates this year, which the manufacturers of alcohol and cigarettes opposed against.
The amendments to the Tax Code concern the inclusion of the cost of stamps (0,14-0,27 UAH / pc) into the excise tax rate.
Manufacturers are not satisfied with the increase of the minimum tax burden: for filterless cigarettes by 57% - to UAH 150 / 1 ths pcs, for cigarettes with filters by 14.8% - to UAH 250.
In addition, deputies feel the need to tighten the rules for sale of alcoholic beverages, wine, beer (except soft one) and tobacco, restricting it special stores or departments, which are separated from the other goods and have their own entrance. Wine producers believe that it will dramatically reduce the possibility of legal sales as it impossible to arrange such point of sale in small retail chains. The MPs claim that they will have enough time for the reconstruction: the law will take effect in 2015 or 2016.
