Because of the record taxes there is on need to check the business anymore

In January-March 2013, departments of tax control made 221 documentary checks. Last year, for the same three months there were 293 such checks.  

In particular, 28 routine inspections of the entities included in the schedule following the analysis because of the risk of non-payment of taxes and duties, or other violation of the law, and 193 unscheduled inspections of the businesses which are being reorganized, wounding up the activity or tax service received information about a violation of the tax or currency legislation.    Thus, the regional tax service site reports, the number of inspections decreased by 25%.

As you know, the management of the tax service has repeatedly insisted on reduction of the number of checks by their subordinates. However, probably, the need for "stressful" measures disappeared due to the record number of taxes that domestic businesses are forced to pay. According to the World Bank, Ukrainian businesses pay about 135 different taxes, so by this figure Ukraine became a world record holder. Romania is on the second place, Jamaica is on the third.
