Ukrainians may be required to buy a SIM-card with passport
The state intends to prohibit the provision of telecommunications services without user identification, including mobile services, where the most common method of obtaining services is purchasing of non-contract SIM-cards (so-called pre-paid services).
This is stated in the draft law "On Amendments to the Law of Ukraine "On Telecommunications" to improve the acquisition of information on consumers of telecommunication services and telecommunication services provided and the order of acquisition of telecommunications identity cards by consumers", developed by the State Special Communication Administration of Ukraine.
The bill is designed to implement the decision taken by the Cabinet of Ministers of Ukraine on 11 April 2012. As noted in a research note, "the implementation of the procedures for providing telecommunications services using telecommunication identification cards based on agreement between the provider and the consumer of telecommunications services in the manner specified by the Cabinet of Ministers of Ukraine, will enable consumers to receive relevant telecommunications services under the agreement, and law enforcement agencies - to identify customers in conducting measures to prevent offenses and their disclosure."
Today, according to telecom operators, the majority of mobile subscribers is accounted for subscribers of pre paid services (according to various estimates - 85-90%) who buy SIM-cards without contracts and without identification of the buyer.
In Ukraine some other telecommunications services are provided without contracts - IP-telephony, Internet access and more. Whereas, for example, in Russia the purchasing of SIM-cards requires user identification (passport data, etc.).
