Civil servants are not allowed to use swear words

State officials are ordered to avoid using foul language and high tone during communication.

The appropriate order of the National Agency for Civil Service made amendments to the General rules of conduct for public servants.

The National Agency decided that the rules of conduct for public servants shall be based not only on the Constitution but on the law on the rules of ethical conduct.

In particular, the order introduced the provision that officials have "to follow generally accepted ethical standards (to avoid using foul language and high tone during conversation)."

Furthermore, according to the order, in case of receiving orders or instructions contrary to law or threatening the rights, freedoms and legitimate interests of citizens, legal persons, state or public interests, public officials must immediately in writing notify the head of the state authority, they work in.

The order also provides that the discovery of improper benefit or gift (donation) for an official shall be reported in an act, indicating the characteristics of the obtained benefit or gift and the circumstances it was found out under. The act shall be signed by an official and his or her supervisor.

According to the order, public officials shall bear responsibility for violation of the rules of ethical conduct in accordance with Article 18 of the Law of Ukraine "On the rules of ethical conduct", which provides for disciplinary, administrative, criminal and financial responsibility subject to the legal status of such persons.
