Ledyda intends to "improve" Krupka's legacy now at the expense of regional funds (DOCUMENT)
Regional "governor" of Transcarpathia Oleksandr Ledyda can not bring himself to get rid of the obsessive idea to "improve" to his own taste the constructivist masterpiece of Czech architect Frantisek Krupka - Narodna Square. But while earlier they promised to allocate funds from the state budget of Ukraine for this absurd and illegal deal on the planned reconstruction of one of the most well-disposed places in Uzhgorod, now they plan to pull more than 3 million out of the regional budget.
The fact that Oleksandr Ledyda and his subordinate officials have not abandoned their intents, opposed by all reasonable and understanding part of the community of the regional center of Transcarpathia, is evidenced by the draft resolution "On the Program of support of communal and transport facilities of the Regional State Administration and preservation of the building of the regional council and administration as an architectural monument for the year 2013," which is planned to be considered at the nearest, the last in this year session of the Transcarpathian Regional Council.
Apparently, the item about the allocation of 3 million 200 thousand "for the improvement and reconstruction of Narodna Square in Uzhgorod" was included to this document much later - even after the previous parliament, approving the budget, had sent 50% of the funds allocated for socio-economic development of certain areas to the Donbass, while Transcarpathia received nothing. Neither the general provisions nor the chapter on the purpose of the program does not contain even a mention of Narodna Square - it is purely about administrative buildings and transport facilities. Instead, the item on the reconstruction of Narodna Square is squeezed (apparently to hide it) under number 17 in the table of financial support for the program.
Interestingly, among all items this one is the costliest, and takes up a third of 9,733,700 hryvnias allotted for the program. Meanwhile officials do not consider it necessary to explain to the community that has hired them to work, why they have chosen to spend such a huge amount for killing of a perfect constructivist project by F.Krupka instead of bringing into order, for example, utterly destroyed paving and fountain in the square in front of the Regional Drama Theater, reconstruction of Teatralna Square, or, say, the restoration of historic facades of the regional center.
The absurdity of the intention to squander the money of the community for a not top of the range project, completely ignoring the objective realities during the competition for the design of the reconstruction of Narodna Square and the laws that guarantee the preservation of its built heritage status, leave no other explanation of these actions, except for banal greed.
