As of December 1, the knowledge of Russian language is a prerequisite for employment in Russia

From now on knowledge of Russian language is a prerequisite for employment in Russia, in particular in the field of housing, trade and consumer services.

Foreigners wishing to work in these fields must provide documentary evidence of basic knowledge of the Russian language: certificate of the state test in the Russian language; certificate of education (at least basic general education) issued by a foreign country and recognized in Russia with notary certified translation into Russian, a certificate of education (at least basic general education), issued before September 1, 1991 by an educational institution in the state that was part of the Soviet Union or in Russia issued after September 1, 1991. Documents can be given electronically. However, citizens of countries, where Russian is recognized as the state language, are not obliged to have such documents.

Nowadays in Russian universities and foreign educational institutions there are more than 160 centers that have the right to hold public testing of foreign citizens in the Russian language as a foreign language.
