The Memorandum, which will solve the problem of homeless animals across the region was signed today, April 7, in Uzhgorod. The Minister of Emergency Situations Viktor Baloga offered his help in the construction of shelters for dogs in each district center of Transcarpathia.

Shelters for dogs are to be built in 7 towns of the region – Uzhgorod, Chop, Beregove, Khust, Svaliava, Vinogradyv and Mukachevo over the next 5 months according to this document. The construction is to be financed by the local budgets and the patrons’ funds. Shelters will be erected in other regions no later than April 1, 2013.

‘The City Council is to build a shelter and to pass it on to the public organization on the basis of the agreement. The city is to develop the project of the shelter and its estimate coordinating everything with the public organization. First of all it is necessary to create a regional organization which will consist of Mayors Heads of Regions, pubic figures, animal protection organizations. But a car on four wheels won’t move itself – a manager is needed. Then it will be a serious and harmonious work’,Viktor Baloga remarked.

         The candidacy for the post of the Head of organization was offered to Vera Romanova who manages Uzhgorod Public Center ‘Help your friend’. The Mayor of Uzhgorod Viktor Pogorelov even promised to find the office for the organization in a week.

So far nearly a thousand of stray dogs are found in Uzhgorod. They determined the area where shelter is to be built at the session of the Uzhgorod City Council yesterday, and it is going to be behind the wastewater treatment plants in the area of Zagorska Street. The construction of the shelter brakes the conflict with the railroad workers – they do not want to give away their piece of land. There is a shelter in Mukachevo, but it is too small and the animal protection activists spotted the cases of cruel treatment of animals. The temporary shelter which consists of 25 enclosures operates in Beregovo. There was announced a quarantine till May 2 and mass vaccination of dogs because of the outbreak of rabies
