Most benefits in Ukraine are received by the wealthiest citizens

10% of the poorest Ukrainians receive 2% of benefits and 10% of the richest Ukrainians receive 22%. Almost every second Ukrainian household today has at least one benefit holder.

Head of Living Standards Research Department of the Institute of Demography and Social Studies Ludmila Cherenko noted that most of the social benefits in Ukraine are received by wealthy citizens.

 The whole population is divided into ten groups: from the poorest to the richest. The benefit curve increases in each subsequent group, i.e. the richer the person, the more he or she receives from the system of social benefits,"- said Cherenko at a press conference in Kyiv.

She stated that taxpayers’ money is distributed not "in favor of the poor, but to the rich."
Also Cherenko drew attention to the low targeting of this support.

She said that currently almost in every second Ukrainian household lives at least one benefit holder, who is eligible for at least one benefit.

"And if you add all children’s allowance programs, housing subsidies, etc., then more than half of the Ukraine’s population are members of state social programs. I do not even take into account pensions. Only benefits, allowances, subsidies, "- said Cherenko.
