The second issue of Live Reports took place in all the branches of the Public TV. The program was prepared by the team of the socio-political department in conjunction with the CHESNO Civic Movement. According to the concept of the project, the government representative at the beginning of the program has several minutes for the presentation. Afterwards, the host, experts and viewers ask the guest questions.
Many of the questions to the head of the Department of Culture of the Transcarpathian Regional State Administration concerned the castles of Transcarpathia and their ownership. Oksana Babunych noted that the issue of ownership of the castle in the village of Nevytske, Uzhgorod district, Vynogradiv and Khust castles remains unresolved. "Not all architectural monuments of Transcarpathia are state-owned.Very often, the title is not registered. As for Vynogradiv and Khust castles, I have not seen a certificate of title or a certificate of the right of long-term use. The same problem is with the Nevytsky castle", – Oksana Babunych explained.
Oksana Babunych refused to comment on the statement by the head of Transcarpathian Regional State Administration Hennadiy Moskal on the return of the Mukachevo castle from municipal to state ownership.
Oksana Babunych emphasized that the advisory council at the regional department of culture is an advisory body, and its decisions are, for the most part, recommendatory. However, the council still has levers of influence regarding the prosecution of architectural norms violators. "It is necessary to record an act of violation, and then appeal to the court. Only after a court decision, a fine may be imposed on the owner. Unfortunately, it is a long process," – Oksana Babunych said.
