With the Acting Chief Architect of the city Leonid Samsonov we talked about the kiosks that are actively growing in different parts of the city.
Perhaps what Uzhgorod residents are outraged about the most is that a pair of structures, apparently, will soon "decorate" the corner at the "Bilochka" – they are already preparing foundations for them.
The acting head of the urban planning complex and land resources department of Uzhgorod City Council Leonid Samsonov confirmed that there would be two "semi-detached" structures 2 to 3 meters there. The official said: the kiosks are installed according to the complex layout of temporary structures that was approved at the session of Uzhgorod City Council on July 20, 2012.
Note that this decision has not been made public on the City Council site. According to our sources, the layout was approved by "backdating".
Leonid Samsonov commented, "I have agreed those TS (temporary structures), according to the layout." "I have to fulfill the decisions of the session. I can not go against eberybody else and take all the blame" – he replied emotionally to the question of whether he realized it was the cluttering of the city. As to the appearence of the structures, he said, that they "will look okay". Also he stressed out that the structures are temporary, they have no foundations, the city will receive rent for them, the contracts will be concluded each year, not for a long time, and there is no property rights for those kiosks, and especially for the land beneath them. Leonid Samsonov added: "If anything, they can just be removed with a crane."
Whether it comforts Uzhgorod residents, who have gone through the "war with kiosks" about two years ago, is a rhetorical question.
