Recently, we wrote about the monitoring visit to the neuropsychiatric hospital in Turia-Remety (Perechyn district), which revealed a number of problems in the institution.
As it turned out, terrible facts of inhuman conditions, in which sick people have to live, are not isolated. The mukachevo.net published the information about the outrages being perpetrated in another similar institution. On July 12, the monitoring group checked how human rights are respected in Mukachevo mental hospital.
According to the report of the Secretariat of the Ombudsman of the Verkhovna Rada of Ukraine, 96 women and 19 men are living in this institution, 45 of them are incompetent.
The Commission examined the living rooms, medical, entertainment, health, labor, administrative and office premises; studied the features of medical care and rehabilitation of the wards.
It should be noted that during previous visits to the institution, monitors found out a number of serious violations, and most of them stll have not been remedied.
The monitors noted that during interviews patients were avoidant and frightened, they were afraid to speak.
Proper living conditions are not esnsured in the hospital. Beds are put too close to each other, the right to privacy is violated – there are no partitions between the bathrooms. Artificial lighting in the rooms is inadequate. Patients have to buy toilet paper and soap at their own expense. According to respondents, beddings are changed once a month.
Also during the visit, the monitoring team saw a barefoot woman lying on the ground with a blanket on her head. The staff did not pay any attention to her.
The Ombudsman is preparing relevant instruments of response in order to solve these and other identified problems.
