Recently, officers of the Security Service of Ukraine in the western region, in the course of activities to detect signs of abuse of power or office by military officials, revealed that in 1998 former military commissar of the Transcarpathian Regional Commissariat, in return of financial reward, had illegally issued a certificate of "War veteran, combatant" to a 64-year-old resident of the village of Pidvynogradiv of Vynogradiv district.
Since 1998, the pensioner has been enjoying the benefits (75% discount) for utilities, has been receiving an annual cash allowance and vouchers for rehabilitation, thus causing the state material damage in excess of 150,000 UAH.
