The Ministry of Finance has prepared a decree introducing a new type of control over transient and internal transit through electronic locks with GPS-GSM-navigation. The innovation should, according to its proponents, guarantee the delivery of the goods to the destination in Ukraine.
GPS-control shall be carried out by customs, which will have the right of selective installation of electronic locks on transit vehicles or part of it. All information will be supplied to the Department to combat smuggling and customs violations of the State Customs Committee. Accordingly, any intervention in sealed lock, deviation from the route or unauthorized delay will cause a closer inspection by customs office at the destination.
The Ministry does not rule out that the electronic locks will be used to combat shady schemes in VAT refund.
