Civic activists convene Popular Assembly to protect the rights of people to self-government! (Announcement)

The appeal the Civil Initiative #Kirpichka,
Public Council of Uzhgorod City Council and the NGO "Institute of Republic" to Uzhgorod residents was posted on Facebook. The appeal reads:

"March 17, 2016, Transcarpathian Regional Council approved regulations which restrict public access to the council meetings http://zakarpat-rada.gov.ua/normatyvni-dokumenty/rehlament-roboty/
March 25, 2016, the Chairman of the Transcarpathian Regional Council approved the Procedure for registration of persons who wish to attend the plenary meetings of the Regional Council http://zakarpat-rada.gov.ua/wp-content/uploads/2016/03/dod_29_01-49.pdf 
April 14, 2016, Uzhgorod City Council plans to approve regulations, which will also restricts public access to the council meetings http://old.rada-uzhgorod.gov.ua/download/s/PR_reglament_radu.pdf 
What do all those incidents have in common? It is the attempt of local councils to restrict citizens’ participation in local governance, and thus to monopolize it. Community loses the opportunity to attend the meetings of the councils based on such criteria as place of registration or the number of available seats in the hall. 
If you happen to get into the meeting hall, then: 1) You cannot bring and use posters, slogans, loudspeakers. Placing of any posters, banners, etc. on the rostrum is prohibited. 2) You cannot use personal means of communication. It is forbidden to make and receive phone calls. 
It is obvious that these prohibitions are illegal. However, there is no doubt that policemen will be following the instructions and hindering citizens’ access to the government. 
  
Meanwhile, recently, the sociological group "Rating" presented the results of the municipal polls of residents of all regional centers. Thus, participation of communities in givernment decision-making is considered important by 94% of Uzhgorod residents. And they are ready to take part in making of propositions to the City Council (3rd place out of 24). Meanwhile, a complete distrust for the local authorities was recorded.
In the situation of the attempted invalidation of all mechanisms of participation in self-government and limited dialogue, the most effective means of protecting civil and social rights of the community is a peaceful protest. Any restrictions and attacks on freedom of assembly are unacceptable, and should get a decent fight back!
Exactly two years after the Maidan, we have to defend the basic values ​​and freedoms again! Freedom of assembly, guarantees of local self-government – participation in decision making and access to public information, taking into account the interests of the community. Uzhgorod is is our city! Transcarpathia is is our territory! Nobody has the right to monopolize the government, because it is the issue of the community! Deputies are only community representatives in the councils!
Because of this and in order to fully implement the provisions of the European Charter of Self-Government, the principles of subsidiarity and civic participation, and to ensure the inviolability of the right to peaceful protest, the Community convenes citywide Public Assembly of Uzhgorod residents this Sunday, 10.04.2016, at 13.00, on.Teatralna Sq.
Come! Let’s not allow revanchists to trample our freedom!"
